Leads development and coordination of cross-agency climate, energy, and environmental policy as it affects housing, representing the housing office in interagency working groups and negotiations. Analyzes and provides technical guidance on building and energy codes, environmental permitting, water/wastewater constraints, electrification, decarbonization, and resilience measures, and develops policy recommendations that balance housing production, affordability, and environmental protection.
